Tabakfabrik Linz Entwicklungs- und Betriebsgesellschaft mbH (TFL) was founded in 2009. TFL is owned by Immobilien Linz GmbH & Co KG (89.4418 percent), Immobilien Linz GmbH (0.5117 percent) and the City of Linz (10.0465 percent). Immobilien Linz GmbH & Co KG and Immobilien Linz GmbH are wholly owned by the City of Linz.

The internal organizational structure is divided into four departments. The management is formed by a Director of Commercial Affairs and a Director of Strategic Development and Operations.

From 2009 to 2016, Tabakfabrik GmbH received a subsidy from the City of Linz for the development and maintenance of the listed site, the maximum amount of which was decided annually by the municipal council. A paradigm shift took place in 2017: Tabakfabrik GmbH became a profit-oriented company. The annual loss was discontinued by resolution of the municipal council and the company was endowed with equity capital instead. In the period from 2016 to 2022, TFL GmbH invested a total of around EUR 72 million in Tabakfabrik for the refurbishment, 70% of which was borrowed.

Tabakfabrik GmbH uses funds from its operating activities to repay the loans. The income from operating activities covers the costs of running, operating and maintaining the extensive premises. Tabakfabrik GmbH also pays rent for the site to the City of Linz. Profits are of course reinvested in Tabakfabrik.

Tabakfabrik Linz Entwicklungs- und Betriebsgesellschaft mbH ( TFL for short) is responsible for the development and management of the site. This is part of the City of Linz group of companies and is a majority subsidiary of Immobilien Linz GmbH & Co KG.

Tabakfabrik Linz Entwicklungs- und Betriebsgesellschaft forms the Unternehmensgruppe Stadt Linz (UGL) together with its sister companies such as Linz AG, GWG and many others. The UGL is the largest service provider in the city and the largest publicly owned company network in Linz. More than 9,000 employees keep the city running. They make sure that the electricity comes out of the socket, look after children, hospital patients and senior citizens. They put out fires, keep the city clean, organize art events and plan the Linz of tomorrow. With their commitment, they guarantee security of supply and quality of life.

As the second largest investor after voestalpine, the UGL provides economic impetus in the city and secures jobs as well as a high standard of living in terms of infrastructure. By transferring important tasks to subsidiaries, optimal conditions have been created for the flexible organization of day-to-day business. The group of companies is a guarantor for a Linz worth living in.
